Shamsul Qamar is the Founder and Managing Partner of The Chambers of Shamsul Qamar (CSQlaw). He brings more than 15 years of experience in corporate and commercial law, Islamic finance, corporate governance and international business advisory. His practice combines legal expertise with a practical understanding of the commercial and regulatory challenges faced by businesses operating across borders, particularly between Malaysia and Central Asia.
Shamsul advises government entities, state corporations, investors, established businesses and start-ups on acquisitions, fundraising, joint ventures, commercial agreements and corporate structuring. His work also encompasses shareholder arrangements, investment protection, corporate governance and the legal aspects of international market entry.
His involvement in Central Asia dates back to 2008, when he participated in consultancy teams undertaking projects under the Islamic Development Bank’s (IsDB) technical assistance programme in Kazakhstan, Kyrgyzstan and Tajikistan. This regional experience helped shape CSQlaw’s international presence, including the establishment of its office at the Astana International Financial Centre (AIFC) in 2019.
He regularly advises Malaysian and Central Asian businesses on cross-border trade, investment and commercial collaborations. His recent engagements include renewable energy projects, infrastructure proposals and international distribution and supply arrangements. He has also contributed to initiatives supporting the development of Kazakhstan’s Islamic finance ecosystem.
Beyond legal practice, Shamsul leads international business advisory initiatives through CSQ International Consulting Sdn Bhd (CSQ ICON), supporting Malaysian companies in identifying overseas opportunities, engaging prospective partners and progressing commercial discussions. His work spans Central Asia, the Middle East and North Africa, bringing together legal structuring and practical market access support.
A qualified company secretary, Shamsul was appointed Company Secretary of MARA Corporation in April 2026. He also serves on the Board of Directors of Al-Hijrah Media Corporation. His wider professional experience includes roles with the Association of Seniors in Islamic Finance (ARIF), IIUM School Sdn Bhd and a cooperative society.
Earlier in his career, Shamsul served in Malaysia’s Ministry of Higher Education and Ministry of Entrepreneurship Development. In 2011, he represented Malaysia in the United States’ International Visitor Leadership Program (IVLP).
As Managing Partner, he leads CSQlaw’s practice with an emphasis on clear advice, sound governance and commercially workable solutions, helping clients protect their interests and pursue growth in Malaysia and international markets.
